Aimag - Mongolia is divided administratively into 21 aimags (provinces) and the Capital city Ulaanbaatar
Soum - Aimags are divided into soums
Bagh - soums are divided into baghs, the least administrative unit
Ger - A Mongolian round traditional dwelling, made of felt and wood.
Dzud - A Mongolian climatic phenomenon - drought in summer followed by heavy snow in winter cause serious losses of livestock

The legal and regulatory environment for use of natural resources is already set up in Mongolia.  For instance, there are laws, regulations, and standards on prospecting, exploration, mining, supervision over the utilizations, and restoration.  However, there is still a gap in law enforcement due to poor interlinks and interrelations.  This gap in law enforcement results in illegal extraction of minerals and avoidance from responsibilities and accountabilities of artisanal miners. Thus, it needs to clearly state the rights and obligations of local administrative and self-governing organizations as well as government organizations in order to regulate informal artisanal mining operations within the legal and regulatory framework.

A task force to advise on ASM legal and regulatory framework was established by an Order by the Minister of Minerals and Energy. The task force includes representatives from government, non-governmental organizations, and international programmes and projects. Main objective of the task force is to assist the Government of Mongolia (the Ministry of Minerals and Energy) in the development of ASM policy and regulatory environment and identification of gaps existing in the current legal and regulatory framework in the country. In September 2007, the Communities and Small-scale Mining Initiative (annual CASM-7) was hosted in Mongolia. During the conference the Government of Mongolia organized a roundtable for the participants including international experts, national government officials, and Parliamentarians with the objective to exchange experiences related with the proposed Artisanal and Small Scale Mining (ASSM) regulatory framework. The meeting gave the opportunity for international experts to learn about the current initiative of Mongolia government to develop a specific law for the Small Scale Mining sector. As part of this meeting the international experts had the opportunity to express opinions and recommendations based on their experiences. One of the experts attended the roundtable discussion, Maria Laura Barreto, PhD Director of Materials Efficiency Research Group - MERG, has provided her comments to the draft ASM law in Mongolia (to download detailed comments in English).

A Draft Law on Artisanal and Small Scale Mining submitted for Parliament discussion PDF Print E-mail

11 Parliament Members initiated a draft Law on Artisanal and Small Scale Mining (ASM) and submitted it to the Parliament for discussion. Following its submission, another draft Law on Artisanal Mining was developed and submitted by the Government to the Parliament. Both the drafts were accepted and discussed on the Parliament session and a decision to combine the drafts into one draft law was made. 

The draft laws were presented and discussed by the Standing Committee on Economics and the Mongolian People's Revolution Party Group members and combined into a draft Law on ASM. The combined draft Law on ASM was submitted to a Parliament session for its first discussion.
